Who deducts and when

Who has to deduct

A buyer whose total sales, gross receipts or turnover from business exceeded ₹10 crore in the preceding financial year.

When to deduct

At the time of credit to the seller's account or payment, whichever is earlier.

Points to remember

  • TDS applies only to the amount exceeding ₹50 lakh paid or credited to a single seller in the year.
  • TCS on sale of goods under old Section 206C(1H) was omitted from 1 April 2025, so 194Q is now the only provision for such transactions.
  • Where TDS is deducted on purchases at the time of credit, CBDT has clarified it is generally on the amount excluding GST. If tax is deducted on advance payment, it is on the full amount.

Worked example

A buyer with ₹25 crore turnover last year purchases ₹80 lakh of goods from one supplier in the year.

Amount above ₹50,00,000: ₹30,00,000. TDS at 0.1% = ₹3,000.
