Key Compliance Developments

1. Automated Scrutiny Under Rule 88C & 88D

The CBIC introduced Rule 88C (turnover difference intimation via DRC-01B) and Rule 88D (ITC mismatch difference via DRC-01C) to replace manual audit triggers with automated system-generated notices. These rules compare GSTR-1 outward supply data with GSTR-3B liability declarations and GSTR-2B ITC data in real time.

2. Section 128A — Retrospective Waiver of Interest & Penalties

Section 128A (inserted via Finance Act 2024) provides conditional waiver of interest and penalties for demands under Section 73 relating to FY 2017-18, 2018-19, and 2019-20. Taxpayers must pay the full tax demand by March 31, 2025 to avail the waiver.

3. GST Revenue Milestones

Monthly GST collections have consistently exceeded ₹1.5 Lakh Crore since mid-2023, reflecting improved compliance and broader tax base. The government has attributed this to better return filing, E-Invoice mandates, and GSTR matching technology.

4. GSTR-1/IFF Filing Deadlines Remain Unchanged

GSTR-1 filing deadline remains the 11th of the succeeding month. Quarterly filers (QRMP scheme) continue to file IFF by the 13th for months 1 and 2 of each quarter. GSTR-3B deadlines stay at the 20th (monthly filers) or 22nd/24th (quarterly filers).
