In modern tax governance, the Directorate General of Analytics and Risk Management (DGARM) and GST state enforcement wings rely heavily on artificial intelligence algorithms. Return filings are no longer evaluated in isolated monthly silos; rather, automated neural engines continuously run real-time triangulations between GSTR-1, GSTR-3B, GSTR-2B, E-Way bills, E-Invoices, and Income Tax ITR filings.

A single systemic flaw in your internal accounting—such as claiming ITC without verifying whether your vendor has filed GSTR-3B, or exceeding the 20% variance threshold between GSTR-1 and GSTR-3B—can automatically trigger pre-demand intimations in Form GST DRC-01B or DRC-01C, leading to the sudden suspension of your GSTIN.

In this guide, we introduce the 10-Point GST Health Score Framework used by Chartered Accountants to audit enterprise compliance health and eliminate litigation exposure.

The 10-Point GST Health Score Framework

Evaluating your business against these ten key parameters provides an immediate snapshot of your audit readiness:

1. Inward ITC Reconciliation (GSTR-3B vs GSTR-2B)

Under Section 16(2)(aa) of the CGST Act, a taxpayer cannot claim even a single rupee of Input Tax Credit unless the details of that invoice have been furnished by the supplier in their GSTR-1 / IFF and communicated to the buyer in Form GSTR-2B.

  • High Risk: Claiming ITC based merely on physical purchase invoices or ERP ledgers without 100% matching against GSTR-2B.

2. Form DRC-01C Discrepancy Margin

If the ITC claimed in Table 4(A)(5) of your GSTR-3B exceeds the eligible ITC appearing in GSTR-2B by more than 20% and ₹25 Lakhs, the GST portal automatically generates a Form DRC-01C intimation.

  • You have strictly 7 days to either pay the excess credit via DRC-03 or file an explanation; failure to do so blocks your next month’s GSTR-1 filing.

3. Outward Supply Variance (GSTR-1 vs GSTR-3B) & DRC-01B

Under Rule 88C, if the tax liability reported in GSTR-1 exceeds the tax paid in GSTR-3B by more than 20% and ₹25 Lakhs, an automated Form DRC-01B intimation is triggered.

  • Best Practice: Ensure GSTR-1 and GSTR-3B are generated directly from the same validated sales register.

4. Vendor Risk & Non-Filer Verification

Under Section 16(2)(c), your right to ITC is contingent upon your supplier actually depositing the tax to the government.

  • If your vendors default on their GSTR-3B returns, tax officers will issue demand notices to you to reverse the credit along with 18% interest under Section 50. Regularly audit supplier filing statuses using our Bulk GSTIN Validator.

5. Reverse Charge Mechanism (RCM) Liability Discharge

Ensure that all inward liabilities subject to RCM (goods transport by GTA, legal services, directorship remuneration, and overseas software imports) are properly computed, deposited in cash in Table 3.1(d) of GSTR-3B, and only then claimed as ITC in Table 4(A)(3).

6. E-Invoicing & Rule 48(4) Compliance

If your aggregate turnover in any financial year from 2017-18 onwards exceeded ₹5 Crores, every B2B and export invoice must bear a valid Invoice Reference Number (IRN) and signed QR code.

  • An invoice issued without an IRN is legally deemed invalid under Rule 48(5), disallowing ITC to your buyers.

7. Rule 42 / 43 Monthly Credit Reversals

If your business supplies both taxable and exempt goods/services, ensure you calculate and reverse proportionate common input credit monthly under Rule 42 in Table 4(B)(1) of GSTR-3B, followed by an annual true-up in GSTR-9.

8. E-Way Bill vs Outward Turnovers

Verify that outward movement of goods exceeding ₹50,000 matches generated E-Way bills. DGARM flags any substantial mismatch where E-Way bill values diverge from reported GSTR-1 outward figures.

9. 180-Day Vendor Payment Rule (Section 16(2) Second Proviso)

Under the second proviso to Section 16(2), if you fail to pay the vendor the value of supply plus tax within 180 days from the invoice date, you must reverse the claimed ITC along with 18% interest in your subsequent GSTR-3B. The credit can be reclaimed only once the vendor payment is cleared.

10. Filing Discipline & Due Date Adherence

Consistently filing GSTR-1, GSTR-3B, and GSTR-9 on or before the 11th, 20th, and 31st December without attracting late fees under Section 47 preserves a high compliance rating on the GST portal.

Grading Your GST Health Score

Score RangeCompliance TierDepartmental Scrutiny RiskAction Plan
90 – 100Green Tier (Pristine)Extremely LowMaintain automated 2B reconciliation; perform quarterly internal health checks.
70 – 89Yellow Tier (Moderate Risk)Moderate ScrutinyEliminate timing differences; conduct strict vendor KYC audits; verify RCM cash flows.
Below 70Red Tier (Critical Danger)High / Imminent NoticesHigh probability of DRC-01B/C notices; pause unverified ITC claims; conduct CA review.

What to Do If Your Score Is in the Red Tier

  1. Perform an Immediate Invoice-Level GSTR-2B Audit: Stop claiming estimated ITC. Match purchase ledgers against GSTR-2B using specialized reconciliation utilities.
  2. Reconcile GSTR-1 with GSTR-3B: Identify any sales reported in GSTR-1 that were missed in GSTR-3B, and deposit the shortfall voluntarily using Form DRC-03 to prevent Rule 88C blocking.
  3. Issue Vendor Compliance Notices: Notify non-compliant suppliers that subsequent purchase payments will be withheld until their delinquent GSTR-3B returns are filed on the portal.

Frequently Asked Questions (FAQs)

Can the GST portal block my E-Way bill generation?

Yes. Under Rule 138E, if a registered person fails to furnish GSTR-3B returns for two consecutive tax periods, the portal automatically blocks the generation of outward E-Way bills, effectively halting the movement of physical goods.

How often should an enterprise audit its GST Health Score?

Growing enterprises and high-volume traders should conduct an internal health audit monthly prior to filing GSTR-3B (before the 20th), followed by a comprehensive quarterly management audit.
